Why it matters: Previous versions of park user fees were very specific to individual facilities (i.e. the Redmond Senior Center Community Room) and due to a variety of reasons, the department recategorized user fees/items by square footage instead of specific names. This allowed the department to continue to add rentable assets to its inventory while not having to go back through the city council adoption process every time something changed.

Background: User fees hadn't been updated in about 5 years, so the percentage increase may seem high. The department abides by a Cost of Service policy, so staff used calculations on directs costs to come up with the prices for all line items, ensuring that they hit specific tiers on the "cost recovery pyramid".
